Efforts to claw back recruitment bonuses generates outrage

Amid a mounting outcry, Defense Secretary Ash Carter halted Pentagon efforts to recollect money given to thousands of California National Guard members. Soldiers were asked to repay bonuses of $15,000 or more, which had been doled out improperly by recruiters during the wars in Iraq and Afghanistan.
