Does Ohio’s third grade reading test miss its goal?

A growing number of states are promising to hold back students who cannot read by the end of third grade. Two years ago, Ohio passed legislation to put up a barrier to fourth grade for those who failed the state's reading test. Has that reading guarantee made a difference?
