Why unions aren’t happy about a fast-track trade deal

Top lawmakers from both parties struck a deal to authorize President Obama to negotiate a sweeping trade pact with Pacific nations. Under the new fast-track authority, Congress could give any deal a yes or no vote, but not make any changes.
