Ron Herndon Discusses Derrick Bell's Views On Desegregation

During the 1970s the Portland School Board maintained that any school with a minority enrollment over 50% required "racial balancing" by bussing black children to white schools. Prof. Bell believed there was no legal mandate to desegregate black majority schools if they existed by choice and equal educational opportunities should be guaranteed for all children in their own neighborhood schools.
