When an engineering firm tested dirt that needed to be removed from the Convention Center expansion site, it found contaminates that it said needed to be moved to a qualified landfill at a cost of millions of dollars. The city got a second opinion from Raba-Kistner, another engineering firm, which said the dirt was not seriously polluted and could safely be spread over land near the Food Bank.
