In 2007, the U.S. built a 3-mile blast wall around Baghdad's Adhamiya neighborhood. It was designed to protect the area's Sunni residents from sectarian killings, but even with the wall in place, Sunnis from Adhamiya were routinely kidnapped, tortured and shot.
