In coal states, Democrats seek distance from emissions plan

A new proposal by the EPA to cut carbon emissions may not take full effect for several years, but the political effects kicked in immediately. In states like West Virginia and Kentucky, where nearly all of the electricity is generated by coal, Democrats were quick to denounce the plan.
