A report in the Arizona Republic reveals a dozen residents complained about the evacuation and experts agree that there were problems. The Arizona Corporation Commission voted to add a fee for those using rooftop solar panels. The Arizona Department of Public Safety announced plans to crack down on drivers who text or use their phones while driving.
