Texas has long been a land of floods and droughts. The severe drought of the past few years has goaded the Legislature into coming up with a plan to fund some water projects. The plan involves tapping the Rainy Day Fund for two billion dollars to prepare for more population and more droughts. But the plan requires voter approval as Proposition 6 in the November Sixth election.
