'Simple and straightforward' is what Gov. Andrew Cuomo calls his $142 billion dollar state budget which eliminates the $1.3 billion budget gap. The 2013-14 budget focuses on upstate economic development and includes federal disaster relief aid for victims of Superstorm Sandy and Tropical Storms Irene and Lee.
