In January of 2002, the first scratch-off lottery ticket from S.C. was purchased and ten years later, the S.C. Education Lottery is still going strong: $2.8 billion dollars has gone to support education and $5.8 billion in winnings has been distributed. The Big Picture sits down with Executive Director Paula Harper Bethea to talk about what the future holds.
